Kido Koin (Kido Takayoshi) was known as Ishin-no-Sanketsu, which means "three nobles of the restoration". He served position as education minister, home affairs minister, chairman of the local official council and cabinet counselor after the restoration and he was a member of the Iwakura mission that allowed him to travel to America and Europe to study Western cultures (especially governmental forms in Europe). During his visit to America and Europe, he learned that Japan is not the only country who fight against foreign influence. He accomplished in combining Western and Eastern ideas. Kido Koin believed in constitutional monarchy, which is form of government which monarchy is the head of state with limits. Their powers were restricted under constitution and laws of the nation (current Japan). They are restrained by parliament.
